Father Didn't Sign The Paternity Affidavit

My daughters father and I lived in S.D. but I gave birth to her in Iowa(that's where I'm from).WE tried to work things out after she was born but he threatened to take our daughter so I moved back to Iowa.When she was born I gave her his last name but he was in S.D. at the time of her birth so he didn't sign the paternity affidavit ...My question is, do I still have to let him sign the PA.

You mean, can you force him to bring a paternity lawsuit rather than cooperating with his establishing paternity and visitation? Yes, you can do that.
