Who Has To Sign a Quit Claim Deed

My sister was divorced 6-7 years ago. She lives in Texas. Her husband is still on the mortgage. In the divorce decree he is to pay the costs of getting his name off the mortgage. He has yet to do this because he wants to keep tabs on her and she needs to refinance it. Would a quick claim deed help her and if so would she need to get him to sign it?

If she wants him to quit claim his interest to her, he needs to execute the deed.
