Default Mother Moving Out of State

I am the father and have majority custody in California. If the mother moves out of state can I file for abandonment and get full custody? I'm not trying to eliminate her from their lives, just tired of playing games. My kids need consistency, not manipulative bull. So I'm hoping to set up a better visitation plan.

Noncustodial parents can move out of state without losing custody.
