Default Child Wanting to Move In With Siblings

I am 15 years old about to turn 16. I have a horrible relationship with my mother. She is an alcoholic and has made me raise her 15 month old son since he was born. We constantly fight she is neglectful ( I have had a really bad knee for about 3 years and she wont make me a doctors appointment) and many other things. I have an older sister who is about to turn 25. She lives on her own in a 2 bedroom apartment with her boyfriend and she hates the way I am treated here and wants to fight for custody of me. Does anyone know how that would work? Please help me...

The father may seek a change of custody, if he's in the picture somewhere; the sister does not have legal standing to do so.
