Married to an American Citizen but With 2 Years Restriction From a J-1 Visa

Hi, I had J-1 expired visa ( September 2006 to June 2007) with the 2 year requirement. I return to my home country Peru ( in the correct time) and got married here las september 2007. So I dont know if i can start a waiver with my visa expired. Also what papers i need to do. Someone knows how many time is gonna take all this papers??
Please I need a lot of help if someone knows about it please help me!!! If someone had the same experience than me tell me about it.

I'm assuming by "with my visa expired" you mean that your visa expired at the time (or shortly before the time) you returned to Peru.

Well i return to Peru before my visa expired. I want to know If I can start the waiver here in my country and with my expired visa. Thank you.

You can attempt to get a waiver during the two year period, after which the issue is moot.
