Accident During a Left-Turn on Yellow

okay well i was making a left on a yellow during an intersection and another car passed the intersection on a yellow and i hit the back left side of the 2008 van. The officer gave me a ticket for Failure to yield to oncoming traffic because he said a yellow is the same thing as a green... but the DMV handbook and permit test both say that when approaching a yellow you must stop if safe. I believe it was safe for the other car because there were cars in both lanes and one of the cars stopped but the other kept going.

You hit the rear of a vehicle in an oncoming traffic lane, when trying to turn left on yellow? That sounds like a strong basis for a "failure to yield" citation.
