I am located in Tennessee and I am developing a web site which will provide entrepreneurs quick and easy access to all of their licensing needs, building codes, and other information on creating a new business, spefically restaurants, along with other usefull tools for new business owners. Most of the information I am using for the licensing portion of the site can be found on various state, city, county, and irs websites. I would like to know what I must do to use this existing factual information on my website through copying and pasting as well as linking and hyperlinking to those sites. For example, the application for a county business license in pdf form can be found at http://www.knoxcounty.org/clerk/busi...hp#application, you then click on the link which pulls up a PDF. Can I save a copy of this PDF to my website so users can access it directly or should I just link to their website and let the user find the link themselves? I also wanted to copy the following information on the rules and requirements to obtain a liquor license:

“Obtain a sales tax number and bond form from the Tennessee Department of Revenue, Room 300, Andrew Jackson Office Building, Nashville, telephone (615) 741-2594 or 1-800-342-1003.

2. The following forms may be requested from the Alcoholic Beverage Commission in person, by mail, by e-mail, or by phone (615) 741-1602 ext. 106.

· Application Form: Form #AB-0017 This application should be notarized, filled out completely and returned in duplicate. The application should be turned into this office at least three (3) weeks in advance. Applications are reviewed every Tuesday. Once the application is approved and you have obtained your liquor-by-the-drink bond from the Tennessee Department of Revenue, then you can receive your license the following day.

· Questionnaires: Form #AB-0009 Owners, partners, officers, managers and/or any persons who owns five percent (5%) or more in the corporation or the business, should complete these forms. All questionnaires should be filled out completely.

This information can be found at http://www.tennessee.gov/abc/lbdobtain.html, but rather than linking to that page, I would perfer to copy the information to my website. What laws and procedures must I follow. Can I simply acknowledge the source of these documents?
