What is the process for reporting of faults and DMV points in
California when the settlement is by the insurance companies
and personal injury attorneys? My insurance company tells me
it will report it as as 100 % fault accident to DMV and if there
is an injury claim paid, then an additional injury fault point will
be reported to DMV. Will I get any communication from the
DMV system that points have been added to my driving record?

I am certain that the police did not investigate the incident.
They may have reported it in their logs. The police did help
move the vehicle out of the highway to the shoulder.
They also called a tow truck that hauled the accident
vehicles out of the highway. When both parties
asserted there were no injuries, the officer did not want to
investigate and indicated that the insurance companies
should take care of it.

If no police report was taken, I do not believe that any points for the collision will be assigned. Unless when the damage is reported to the DMV they somehow evaluate those self-reporting documents for "fault" (which I doubt), I cannot see that any points against your license will result.
