Time Limit On Charges

California question;
What is considered a delay in filing charges (speedy trial).
Minor arrested dui, released, 64 days later DA files charges, arraignment 117 days later.
If certain witnesses (a hospital technician drawing blood) is to recall drawing my sons blood 4 months after incident, and is unable to...
doesn't this violate my minor sons constitutional rights to a speedy trail?

The statute of limitations applies before charges are authorized. Speedy trial issues relate to how long it takes to get a case to trial after charges are authorized.
