    You really need to keep all your problems in one thread; it's too confusing otherwise.

    Court appointed lawyers are lawyers who accept cases given them by the court. Sometimes they are called public defenders.

    Sometimes, criminals are required to pay part or all of the cost for the lawyer.

    Yes, they call help you with plea bargains and all other facets of the criminal system.

    (I am assuming you are talking about the criminal system. You didn't say.)
