Can Anyone Look Up Your License Plate

I attend a private college and we have a campus security squad. They are nothing more than just a bunch of ego-minded freaks that think they are real cops...in fact I don't think they are even aloud to carry night sticks! Anyways, at the beginning of each year we are required by them to register our cars in their database. I have not done this and yet I still received a parking fine under my wiper with my name on it! The only way they could have found out my name is if they ran my plates (which are out-of-state plates). Is this legal or do I have some standing against them?

Most law enforcement agencies can run a person's license plate. There is no legitimate expectation of privacy in such a plate and running one does not constitute a search or seizure.
