Who Pays Taxes on a Life Estate in North Carolina

about 10 year ago my husband inherited his mother home and land almost 2 year before passing i helped older daughter find and place a Mobile home on land for her to live in then another sister ex.of estate said it needed to be included in will husband would not go.So 2 sisters took care of that (also ex. of estate both ) when we tried to get a loan is when we found out about life estate on whole property not just portion where her Mobile home is located as it states in will,we tried to get her to sign off but no go because she wanted husband to give her much more land than she was meant to have. We had some really had times getting enough money to put a new roof on house as it was leaking everywhere and siding because we couldn't use property as collateral .Now sister w/life estate is in a nursing home,her children have taken all of her personal stuff out ,placed a note in mail box saying VACANT. now we just want to sell ,Sister has only paid us $100.00 each year for taxes when they are almost $700.00 year.Everything i read tells me she should have been paying taxes on whole because it was never put in writing at lawyer office(plans for trailer set up) it's not even on deed only recorded in clerk of court office.Is there any help in NC?how can we end life estate.help in North Carolina
