I called the subrogating agency & tried to come to a settlement but the person I spoke to refused to listen to me & said that I will be receiving summons from court if I fail to pay the full amount.

Yep - you're responsible for the amt. the other driver's ins. co. paid out. They can sue & get a judgment against you if you don't pay the amt. owed. If you don't pay the judgment, they can seize assets that are non-exempt in your state. (You didn't give us the name of your state.)
You probably will also lose you lic. for not having ins.
