Setting Up An Online Raffle or Contest

I am working on a website where I will be charging members a $2 fee to join. Though the actual winnings of the money collected by the membership fee will not be given like a raffle would. It will not be given until one specific member completes a "requirement" before any other member. (example: answer 100 multiple choice questions correctly) does this fall into the raffle catagory?

Laws are different in each state. If you plan to offer this nationwide, you would have to ensure compliance with the laws of each state in which the contest or raffle is offered.
