Does a supplier have to offer a refund on items purchased when demanded by the consumer? Even if it is broke or not? Is there a time frame involved?

What do you mean by "supplier"? Are you talking about an ordinary retail sale?
Most stores have a "return policy" now the policy may not include cash refunds. However if like Aaron states this is a vender issue that makes it a different matter. Many stores post their return policy in store in pubic view and some even have huge signs that read "A'' sales final"
Well, it's not really like a normal store type business. It's more of a mobile type business that sells supplies to certain other business eather for resale or for use by the employees. There is no way for them to post any kind of sign because they work out of the different businesses that they contact. Are the laws different in reguards to a return policy with different businesses? Does the customer have to be offered a return policy? Thanks, Rob
In general, a purchase from a store is a completed contract, and there is no obligation on the part of the retailer to offer any return, exchange or refund in the absence of a defect with the merchandise. You can check Louisiana's statutes here to see if you can find an exception to that general rule which may apply to the transaction at issue.
