Only One Tenant Billed For Water, Sewer and Garbage

Ok i live in a duplex and we are billed by the landlord for water/sewer and garbage.I recied a copy of the garbage bill in an envelope. and was picking the mail up for my neighbor while he is on call at work.I have spoke with him and i found out the landlord is not charging him for water sewer garbage.I apparantly am the only one paying for it.


This landlord does not like me and i am sure she never wanted me living here either.But the previous land lord who sold to them rented to us to force there hand in buying the place i beleive

Is this discrimination are they breaking the law and can i do anything about it

yes it says we have to pay for it but i am the only one paying it
