Default Neighbors Are Using Too Many Parking Spaces

I'm hoping someone will have some good advice for me. I moved into my current home a year ago and started having this issue last winter. The units below me and beside me are using more parking than is alloted to each unit. Each unit is given one deeded spot as well as one guest spot. The units below and above are using on average 4 to 5 spots a night. Sometimes when my husband gets home from work he doesn't have a parking spot. He usually has to ask one of the neighbors to move his/her car or he just parks on the street. I do not feel that either one of us should have to ask someone to move since we do pay for our parking spots. I've already contacted the association twice and it doesn't seem to have changed anything. I was told that each unit receives two parking spots and that letters would be sent out. I've read the rules and regulations and the document does state that overflow parking is to go to the street. It also states that there is to be a fine for offenders. I feel that if I'm paying my condo fee on time every month, the association should be doing their part by enforcing the rules and regulations. What can I do. I feel that come this winter if my husband or I have to park on the street we will be plowed in or our vehicles may get damaged. What can I do to get the association to enforce the rules?

Is this an elected homeowner's association? Run for membership.

We have both an elected association as well as an offsite management company. I've been speaking with the offsite company hoping that they may do something about it but haven't really gotten anywhere.
