Default Washington State Birth Certificate Surname Laws
This is all in WA state. A woman had a child in August '05. She claims my son is the father. He wants to have DNA tests done to see if he is. (He's trying to get the money together for this.) She was with him and several other people near the time of conception.

He was there for the birth (in case this is his child), but refused to sign anything related to Paternity until there is DNA proof that this IS his child.

The mother said she put his last name on the birth certificate AND she already got a social security card under that name (I've seen it) for the child.

Is that legal for an unmarried woman to use a man's name on a her child's birth certificate if she has no proof he is the father?

Default Child's Name
Parents can pick pretty much any surname they want for a child. Some parents alternate surnames; some use an entirely different surname from their own.
