Whenever a driver gets a ticket for a minor traffic infraction such as running a stop sign, then obviously that person will drive more cautiously immediately after getting the ticket.

Bearing this in mind, is there a name of the legal concept (or whatever its called if concept isn't the right term) that ideally should prevent a cop from following a car for many miles, compiling a list of numerous infractions for one huge traffic ticket (running multiple stopsigns, speeding, etc) when the cop should have simply stopped the car after running the first stopsign (because the subsequent similar infractions wouldn't have happened if he got pulled over the first time)?
