Default Felony Grand Larceny in New York, Bill-A04958

Ive been following this bill. First question is when might this bill become official?

The next question that I have is will my crime be eligible for the second chance program. Again I have a "D" Felony for Grand Larceny. After reading the summary of the bill it states:

Eligible individuals are specified as persons who have been convicted of no more than two non-violent, non-sexual felonies involving the sale, distribution or possession of controlled substances and not more than
    two misdemeanors.

Again my crime was non violent, non sexual, and non drug related. Will I be eligible? I don't understand why they choose only some felonies to be eligible for this program. Please help...

Contact your state representative for information on the progress of the bill.

If you do not qualify under the bill's language, advocate for its language to be broadened.
