Notice That Unauthorized Cars Will Be Towed

If there isa law or rule that say says "Car can not be parked on road at anytime or WILL be towed at owners expense" does that mean the car must be towed or can be towed? how about if other cars had been towed based on this rule but some cars where ignored? could that nvalidate a past tow or show a patern of discrimination?

Such a notice does not require that the owner of a lot constantly police the lot and immediately tow any violator.

what if they are informed of it and still dont act? What if they say only enforced these car rules on a certain ethnicity?

these people ask so many damn questions, they know everything, EVERYTHING. the even know what color your crap is. Ok ok that was easy but still these people know everything there is needed to know and I do believe descrimination was a factor in the enforcement of rules. I mean how can they defend thereselves "uh we enforced the rules on one guy out of 150people because he was the 5,000th driver to park there.." I men give me a break. Rules are rules, they arnt just for some people if they are promoted for everyone.
