Default Getting Status For A Spouse Who Entered Illegally

i got confused! my husband is completely illegal in this country.(CA)
we are married in the philippines, he crossed the border just to be specific. people tell me that he cant have his paper fix here, i could file for him but he needs to go back to his country which is cannot be possible for me. i love him so much. since he doesnt have legal entry and have been here for more than a year, he will definetely be barred for 10 years, could be less or more.
they will deny his visa no matter what, so therefore we will need to file a waiver for him, thats what according to the first lawyer i visited.
i went to many different forums and thats what they told me too.
today i went to the lawyer that my friend referred me, he said he doesnt have to go back and just pay a certain fee, but the other lawyer says it used to be that way before but not anymore after sept 11.

the lawyer was expensive tho and he has told me many cases that he did already he even have a website and program for filipino regarding visas.
im confuse if i should follow him because if i file for my husband, he will be recorded this time so i dont want him to be away from me or put him in trouble. but the lawyer said nothing will happen, he will handle the case.

i want to fix my husband papers because he wanted to work but scared to show up, i also want to travel with him to another state. and also so he may be able to drive and get a license and be able to visit his family anytime with me.
    to make him confident.

pls pls give some advice should i follow the new lawyer who promise to help us and guarantee that he doesnt have to go back.and simply pay a fine. or worst come to worst stay in the philippines for less than a year with assurance that he will get his status legal. or should i let it go since the other lawyer says it's not possible. even people in the forum said it's not possible too.

that lawyer help a friend of mine who is illegal in this country but now has a lot of property under his name, a mansion house etc. who just got his greencard including his family who are illegal.
    i would appreciate some advice.
is it reallly possible this time on today law immigration to just pay a lawyer and pay the fine? or not really anymore. if yes how much will it cost me with everything?

thank you so so much to your kindness for reading this and exerting effort to reply.
    god bless you all!

I'm not going to try to second-guess your lawyer, although I am skeptical of what he is telling you.
