Fiance would like to adopt my son - and live overseas

My son is just over a year old. His biological father refused to admit that he could even BE the father, and never had anything to do with me, at all, after I told him I was pregnant.

I did write him a letter and send a picture to let him know his son had been born. I recieved no response.

I don't really know where he is, although I think I could locate him if I tried. I have never tried. I never tried to drag him to court to establish paternity or get child support. The line for "father" is blank on the birth certificate.

I have met a wonderful man who lives in England. He said that he'd like to adopt my son.

I rather suspect that biodad would make things difficult, simply out of spite. I mean, if I give him the opportunity to make things difficult for me, I think he would...

Is it possible to do this without consulting the biodad?

Not without subjecting the adoption to possible later challenge.

Given that he is not, you would both be participating in a fraud, and you would still leave the adoption open to attack if the biological father caught wind of things.
