There is a right of way several hundred feet long with dead and dying trees and many dead branches that overhang it.Who is responsible to
cut or trim these and what is the liability?

The first thiang you need to do is to look at the easement document to see if this issue is addressed. If not, it is usually the responsibility of the person using the easement but I would contact the property owner first.
