Default Maintaining a Michigan Driver's License When Not A Resident

Could someone give me some insight please....
How can one maintain a Michigan's drivers license and not be a resident and have a vehicle that is registered and plated in the State of Ohio?

    Thanks,

    Angel

Perhaps by failing to follow Ohio law after moving to that state from Michigan, by obtaining an Ohio license and surrendering the Michigan license.

He has not had an Ohio license since 1996. Moved to Michigan then and has maintained a license there even after moving back to Ohio in 2003.
Just renewed Michigan license to a fraudulent address to keep a court case out of the State of Ohio. Just can't figure out how he can maintain it when having vehicles registered and plated in Ohio and not Michigan.
