Sump Pump Problems

The sump pump in my house has been acting up lately, I have contacted my landlord several times, he has called and said he'd be over on Saturdays now for the past 3 weeks. He has not showed nor called. Today I spoke with him and now he says he is too busy and doesn't have time to come over and look at the darn thing. He has told me I have to fix it, to go and buy a new sump pump and install it myself. Ahhh, excuse me, I have no idea how to do this, nor does my husband. Is this our responsibility? Ultimately it will ruin his foundation, will this become MY responsibility if I refuse to fix it myself? What should I do, hire someone and bill my landlord? Don't know what to do, if I keep the sump pump plugged in it vibrates the whole floor above it, makes a hideously LOUD noise and only pumps out water very slowly. Can anyone please help me or give me suggestions? thanks
