Lost Car Title

My sister passes away a year ago. I had her car towed to my house and now I want to give it to my brother. We can not find the title or the registration. I do have the VIN number, her death certificate, the bill of sale, and her expired insurance card. I am the executrix of the estate. I assume I need to buy the car from the estate. How do I proceed? The car was registered in RI. I am in MA.
