Waiver of Ineligibility After Overstay

I am deemed ineligible for an overstay on F-1 visa. I am trying to get another F-1 visa to go back and finish my studies. I heard about a waiver of ineligilbilty. How do I apply for this? Is it just say that I want to do it next time that I go to the embassy for an interview?
