Default Financial Assistance for Guardians of Minors

I have and have had legal custody of my 2 cousins, sons kids in Colorado. I was promised kinship help as in help with my rent, electric, food, gas vouchers. When I went to sign up for help I was told that I was the sixth generation and that they only pay up to the 5th generation. I am the only "familY" member that was able to take on an 8yr old and a 1yr old. The judge knew that I was not working, I did have a home, a truck, and lots of time to help with these kids. Now they call my home "home' and are I am constantly told how good of job I am doing but I, myself have exceeded my savings account, credit cards, and finding a job is so hard working around thier school, and I only have part time help with day care. The DHS has help me with not enough money to pay my rent, given my food stamps and the parents have not helped me at all. They are now looking at jail time for a period of time and all I can see me doing is going bankrupt and all for helping out family? I love these kids dearly and they have adjusted well and are happy. I am not a "regestered" foster parent according to the state so can not collect for that either. I don't want to have these kids go to a foster home again but can't go on without help. isn't there anything I can do?
    thanks

Perhaps a legal advocacy organization will have some ideas.
