Default Never Moved In, in Michigan

My husband and I singed a lease on the 14th of this month at an appartment building. we even put down a deposit, but we never moved in. We never even stepped foot in the place. They did give us the keys to the place. My husband tried talking to the appartment manager about terminating lease because we changed our minds on the location and they are saying he has to give them a 60 day notice and until then he still has to pay the rent there. Can they do that when we never moved in and we only had the place for about three weeks? They also said that we have to pay them around 1,200 to get out of the lease.
