Referral Fees to Non-Lawyers

I have reviewed the State Bar of California "Rules of Professional Conduct" regarding attorney referral fees. I could not find any rules that address a referral fee for an individual other than an attorney.

I am an independent investigator by profession. Is it possible for someone like myself to arrange a referral fee agreement with an attorney?

I believe 2% to 3% of the judgement is the typical referral fee. Is that accurate?
