I live in a gated condo in California and there is a rule against skateboarding, scooters, rollerblades, etc. "Prohibited within The Condo Complex" is stated in the Rules & Regs. Additionally, there is a rule against playing in the condo complex streets.
There are kids from 3 or 4 different condos that do these activities on a regular basis and we have called the association president, attended condo meetings and voiced our concerns and told the kids to stop but they continue, usually on weekends when they gather in groups. The president sent letters but has not fined them because he says he hasn't witnessed them breaking the rules. We see and hear them often but by the time security comes to check, they scurry away. The parents are no use, they know the rules and encourage their kids to go out and play and a couple gave their kids new scooters for Christmas. Our concern is if one of the kids is hit by a car on the street while on their skateboard, these same parents will sue the association and we'll all pay. Any suggestions on how to make them follow the rules or the association to enforce them?
