Default Law on Smoked or Tinted Tail Lights

Does anyone know the law in NY and IL about smoke tail lights? Here is a pic if you dont know what im talking about.

I guess what my question is, is that I basically want my tail lights to look like the link below (the audi s4...the first black car on the page) but is it legal in these two states? Or is the tail light law like the window law that states only a certain percentage can be tinted?

Illinois statutes governing vehicle equipment can be found here. For New York's laws, go here then browse to the Vehicle and Traffic Code, Title 3, Article 9.

So what I got from this is that in IL smoked tail lights are legal as long as the red light is visible from 500 ft away. and in NY smoked tail lights are also legal and it doesnt seem to have restrictions. Is that correct?

I'm not going to provide an interpretation of the statutes.
