    Default FCC Indecency Regulations

    I'm currently writing a paper on regulations regarding indecency and recent FCC actions. I know that the FCC exempts "subscription-based services" from indecency regulations. Does anyone know if the FCC has a formal definition for a "subscription-based service"? I called their help line but wasn't able to get an answer.
