Extortion, Blackmail or what?

In the state if Virginia;
My friend is going through a divorce. Her soon to be ex called her today and said "I want $25,000 by noon tomorrow or I am reporting you to the IRS" ... Yes he has been watching too much tv, it sounds like. He is refering to a company she is part owner of and suggesting they have been errant in IRS reporting.
Questions are, is this extortion, blackmail or what? And to what entity should she report this to ... the police department? An attorney? A magistrate?
How to proceed?

Your friend has a divorce lawyer? She should speak with her lawyer about the threat, and follow her lawyer's advice.

Thanks Mr. K. She does have an attorney, but he is out of the country this week and clearly she had a deadline! Har har har.(Sorry, I have 'high noon' from the old westerns running through my head, as well as mafia movies) Seriously, though, she had the county over today and they are addressing his violating the protective order. (warrant for his arrest for that) They told her the extortion aspect has to be dealt with in his county. She has to report it to the commonwealth attorney in his county, and it is a class 5 felony. (Virginia code 18.2-59, see, I am learning how to look this stuff up properly thanks to you! )
