Exclamation Terminating a Father's rights, New Jersey

I am a single mother of 3 living in the state of NJ. My oldest son is from my ex and my two youngest are from my recent ex. Our son is severely disabled and needs around the clock care. He was in the hospital for the past three months and just returned home November 2nd. He has a feeding tube and gets several medications, he needs physical therapy and has alot of assitive equipment. He is also deaf and blind, so touch is VERY important to him. He will be 1 year on the 28th of November. Our daughter is prefectly healthy and she will be 2 months old on the 15th of this month.
Their father left me when I was only 3 months pregnant with our son. He has been living with another woman and he is supposedly married to her. They just had a daughter also on October 24th. He has only seen his son maybe 10-12 times his life so far and most of those times were because I was willing to bring the baby to New York to see him or to pick him up halfway and bring him to see our son. He has only seen his daughter twice so far. He does not give me any type of child support because he has not worked in almost a year. Also, he used to at least call daily to check on our son, but now he hasn't called in almost a month, ever since his daughter was born with his "wife".
I want to know how can I go about to terminate his parental rights to both of our children? What steps do I need to take? Can it even be done?

Perhaps you should file to establish paternity and child support first. I can't figure out how you have 2 childten under 1 year of age and the father left you when you were 3 months pregnant with the 11 month old child who is disabled, did he do something more on those visits? If you have a disabled child you need to establish paternity and he needs to support his child, that means going to work whether or not he is married or has other children and it is your duty to enforce the court orders and to apply for assistance for your disabled child, then the state will go after him. Was the child born in NJ or NY?
