Resident Manager - Is 'One Contiguous Parcel' Defined?

What is the definition of "one contiguous parcel" for the purpose of California Code Regulations, Title 25, Capter 1, Subchapter 1, Section 42 (resident manager ofr 16 or more units)? Does it have to be one legal lot or can it be multiple lots whoe boundries adjoin each other? Do you have a citation?

You should try to find an official definition, or definition applied by the courts or administrative agencies, but the term "contiguous" means "abutting" (e.g., there are 48 contiguous states in the continental United States) - so it would seem to apply to a group of lots which share borders.

"One contiguous parcel" is the common meaning; there are no hidden words there.
