    Default Parental rights

My X will not give up his parental rights because he claims our daughter on his taxes every year. He lives in Ohio we live in Georgia, he has no contact with her an pays minimal child support. Is there anything we can do so that my husband of 12 years can adopt her?

Nothing whatsoever. As long as he continues to pay child support, and refuses giving up his parental rights, he has every right to remain his daughter's parent, regardless of his recalcitrance.
