Two party Title issues

Okay I am currently living in WA and me and my wife have a Minnesota car title that is in My wife and her mother's name. We are trying to get rid of the car but her mother will not sign the title over to us let alone talk to us. Is there anyway that we can get her name taken off the title?

Write her a letter and offer her 1/2 the value of the car.

Short of that it would cost more to force the sale than you would get (unless it's a RR or such)

The problem is that We have a lean against it in my wifes name. (the original loan to purchase the car) And the car is bearly values high enough to pay off the remander of the loan so spliting the money is not really an option.
