Question Settling a car accident claim

I was involved in an accident in north carolina, was diagnosed with chronic pain in my back and neck, my lawyer sais the policy limit is $30,000 and said the case value is $24,000 but he has got the offer up too $25,000 the medical bills are $13,000 and with the lawyers fee not much is left. So anyways to make a long story short, my question is, (can I put in a offer for more than that amount or is $30,000 the most i can get with out going to court).
statue of limitations is running out on the 17th of this month, not too much time too get money up for court, thanks lawyer bob, we just got our first offer on the 2nd of october, another lawyers legal aid said that even if I had a broken neck, that would be all I could get. I just dont believe it! I dont want to settle not knowing If I am entitled too more i would feel real dumb, then it would turn too anger and then who knows what, ha ha ha, its really not no laughing matter but this has been down right robbery from the insurance company and my lawyer, i guess the more you know the more ticked you get right? i have more questions but this will do for now thank you very much.

You can go after more money, but there may not be any more money to get. There's not much point in spending much, most, or all of the settlement you would otherwise get from accepting the policy limits on going to trial, if at the end of the trial the defendant has no assets you can collect from.
