Default Besy way to buy out sibling

My parents both passed away this year. They left a house to my sister and myself- it has no mortgage. The house is extremely distressed but is in a very desirable area of town. We had the house appraised and it appraised high basically because of it's location. The attorney suggested we sell the house "as is" since the market is slow in the area. I want to buy my sister out, repair the home and rent it out. I wanted to offer her a fair priced minus 50% of the repairs. I know she is going to make this difficult but if we sell the house as is she will get even less money- also she doesn't want to repair anything she just wants money NOW. Please give me suggestions.

    Thanks
    M (California)

What do you mean by a "fair priced minus 50% of the repairs"? Why not half of the appraised value for an "as is" sale?
