Is there a statue of limitation in florida for

I have a freind who is accused of this (with his step-daughter), however the family does not want to pursue legal matter, they only want to seek family counselling. No one wants to put him in jail.

If the state of florida finds out, and the family does not want to testify, is the state forced to drop the case, or can they proceed without the tesimony?

I have been reading the florida statues, but I can't seem to locate this type of information.
