Accident Between Car Turning Left Into a Driveway and Car Pulling Out

My question involves a traffic accident in the State of: California
Turning left into a driveway going slow. When leaving the driveway drivers must stop before entering onto actual driveway to exit. There is a stop sign not visible to public only for people leaving before proceeding onto driveway to exit. I made a left towards the driveway from a middle turning lane and other driver pulls out and hits me in the road before turn is complete. Their Left bumper hits my right driver side door. Other drive says I hit them. They said they were at a stop sign so I caused the accident. They say I went in the wrong way but if I had completed the turn and they didn't pull out we never would have collided. Who's at fault?

That depends. Were you turning into an exit only driveway? If so, then you are at fault.

I'm having trouble picturing this ... you make a left turn IN to a driveway, and someone exiting the driveway hits you with their left bumper on the right side of your car?? Were you making a U-Turn and they were making a right turn out of the driveway?

It is not an exit only driveway. And I meant they hit my left door on the driver side . Sorry about that.

As it appears there was no police report, then fault will be determined by the insurance companies. They might tag this as shared 50/50 fault. Or, they might hold that the other party is at fault for failing to yield to traffic already in the roadway.

21804. (a) The driver of any vehicle about to enter or cross a
highway from any public or private property, or from an alley, shall
yield the right-of-way to all traffic, as defined in Section 620,
approaching on the highway close enough to constitute an immediate
hazard, and shall continue to yield the right-of-way to that traffic
until he or she can proceed with reasonable safety.

They said they were at a stop sign so I caused the accident.

Were they in fact stopped behind a stop sign at the time of the collision? If not, what does that comment mean?

They say I went in the wrong way but if I had completed the turn and they didn't pull out we never would have collided.

It is not an exit only driveway.

Then explain why they are saying that you "went in the wrong way"?
