    Default Deposit Refund in Texas

    Does anyone know what the law states in Texas as far as refunding security/pet deposits? I know about the 30 days and all but my old apartment complex is trying to charge me for cleaning the carpets and for pet sanitizing. There was no damage to the carpet and no fleas. I can understand the pet sanitizing but don't they have to clean the carpets by law for for health codes? Also, from what I've read they cannot charge you for normal wear and tear but they are charging me for touch-up paint. Wouldn't that fall under normal wear and tear?
