Waiting for approval F1 visa

Hello everyone,
i came with J1 to US after finishing 1 year program i have applied to 9 month program courses at the college, now i'm almost done with the school, i have OPT to apply, i would like to apply to OPT, i'm not sure how long is gona take, i check online but i dont see any changes, now i finished the school, don't know what to do, wait for it ot apply to courses again, or go back(but i want to make everything clear before go, apply OPT as well),
1. Question is should i make appointment with US consular to solve the process quicker?
2. Is there are any cases that i could go home while my documents under process?
3. if my approval is gona take longer that i'm expecting it, like now i'm done with school, so i can't just go around, So is there is any limited time after finishing the school? ( or i can stay as long as i get the respond )

To be clear, you have completed your academic program, have not yet applied for OPT, and want to know how long it will take if you apply?
