My car was towed from outside my apartment in Baltimore County for lack of displayed permit. The apartment's contracted towing company's lot is 13-15 miles away in google maps depending on the route taken. I was charged $240 to get my car back, I missed a day of work, I incurred a lot of mental distress and am really pissed. I don't particularly need the money, but I am willing to invest some time and effort for justice.
What do I do at this point?
Talk to a laywyer, go to small claims court or both?
Do I go after the towing company for breaking the law, the apart complex for contracting with the law breaking towing company or both?
Something else?

Can I include all of my neighbors who have been illegally towed in this to get bigger win for justice?
