If you change your residence to any of the states you mentioned, you are required to obtain a state driver’s license within a specified time of moving to the state. The fact that you have dual citizenship means squat. Citizenship and residency are two different things. If you reside in the state, you are required to obtain a state driver’s license to drive. And, until you can get the NY license reinstated, no other state is going to issue you a license. However, I don’t believe there is any requirement in any of these states that a person have a valid driver’s license to either purchase or register a vehicle.
Behind the badge is a person. Behind the person is an ego. This is as it should be, person at the center and ego to the back.
