Radar Speeding Ticket on a Consruction Road

My question involves a traffic ticket from the state of: CA

I was travelling on State Hwy 46. Hwy 46 has a Max speed of 65. Hwy 46 was under contruction and some temporary lanes were constructed that run paralell to HWY 46. Apparently this temp road had a posted max speed of 55. A CHP officer was on the opposite side of the road (coming head on) and clocked me at 76. Is the officer allowed to use radar on this temp road. I highly doubt that the road was surveyed.

There is no requirement to conduct a survey for a construction zone. They "may" but need not do so. And you better believe that Radar is allowed, why with as many construction workers who die due to speed related accidents in construction zones (3 accidents in one week in Southern California, 4 people dead, 2 of whom are Caltrans employees/contractors) this is an easy win for the officer.

But even if it wasn't posted at a lower limit, 76 is still citable in 65...
