I don't see how the accident would have occurred as described at that location. If you were turning left into the driveway where you placed the dart, toward the Lowes store, it does not appear that such a turn would have been proper. It does not appear that a left turn is permitted until the intersection.
You are correct. The picture is showing the general area, not the specific address I typed in. I don't know how to get it to display correctly.
Sorry, I am not seeing a "gutter"... At least not one that a driver is prohibited from driving in.... And certainly not one that you would not have to yield to a vehicle that is driving "in the gutter".
When you are required to yield to oncoming traffic as part of your responsibility when making a left turn, that includes ALL traffic approaching from that direction. If one vehicle stopped to allow you to turn, you still are responsible for yielding to any others that may come around it!

Yes, but what if "others that may come around it" do so by driving in the gutter. That's my question. Is the gutter a legitimate lane of travel?
How about describing the exact location of the accident "I was driving west, and was turning left from [street] into the driveway for [business]". Or go to street view and get the URL for the street view of the driveway.
