Changing Name on Passport and Naturalization Records for Former Refugee

My question involves name change laws in the State of: California

My father is a refugee from Vietnam and has the incorrect birth date on his naturalization record, driver's license, passport, etc.

The only proof he has of his real age is from his birth certificate in Vietnam and the birth date he disclosed on my younger brother's birth certificate and my own birth certificate.

How can I help him go about changing his date of birth?

He could start with form N-565, which he can be prepared to back up with a new certified translation and acceptable copy of his Vietnamese birth record. He should be able to go from there to correct all of the other documents - the fees and effort involved are likely to be substantial. He should investigate with each agency what documentation he will need to effect the correction, as the requirements may dictate the order in which he would seek new documents.
